कनॉट प्लेस में तिरंगा प्रदर्शन से पहले प्रशासन ने उठाए सख्त कदम
प्रशासन की तैयारी
दिल्ली के प्रमुख वाणिज्यिक क्षेत्र कनॉट प्लेस में शुक्रवार को होने वाले प्रदर्शन से पहले प्रशासन ने सुरक्षा के लिए आवश्यक कदम उठाए हैं। कॉकरोच जनता पार्टी (सीजेपी) के नेता अभिजीत दिपके ने एक वीडियो संदेश के माध्यम से लोगों को 16 अक्टूबर को शाम पांच बजे तिरंगा लेकर सेंट्रल पार्क में इकट्ठा होने का निमंत्रण दिया है। इस कार्यक्रम का नाम 'लहरा दो तिरंगा' रखा गया है।
पार्क का बंद होना
हालांकि, प्रदर्शन से एक दिन पहले नई दिल्ली नगरपालिका परिषद (एनडीएमसी) ने पार्क को 16 और 17 अक्टूबर को बंद रखने का निर्णय लिया है। दिल्ली पुलिस ने बताया कि सुरक्षा और कानून-व्यवस्था की स्थिति को देखते हुए यह कदम उठाना आवश्यक था ताकि क्षेत्र में शांति बनी रहे और किसी भी अप्रिय घटना से बचा जा सके।
दिल्ली पुलिस की चेतावनी

The NDMC has informed the Delhi Police, via a formal letter, that Central Park will remain closed on October 16 and 17 due to administrative reasons. Various trade and market associations in and around Connaught Place have submitted requests seeking protection for their shops and establishments against disruptive elements and unlawful gatherings. They state that such activities are adversely affecting their businesses, particularly during the current festive season... Delhi Police appeals to protesters and the general public not to participate in any gathering that violates the orders issued under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), which is currently in force. Appropriate legal action will be taken against those who violate these orders. The Delhi Police urges everyone to refrain from disrupting the peace and order established in the area and to avoid creating a situation that could hinder the operations of local businesses and shopkeepers. However, the Delhi Police may consider making arrangements to permit a select group of individuals to gather at a suitable location for the purpose of carrying the national flag and singing the national anthem."

डीसीपी जनसंपर्क अधिकारी नेहा यादव ने बताया कि सीजेपी ने सोशल मीडिया और प्रेस कॉन्फ्रेंस के माध्यम से आम जनता से अपील की है कि वे 16 अक्टूबर को शाम 5 बजे सेंट्रल पार्क में तिरंगा लेकर इकट्ठा हों। उन्होंने कहा कि कानून-व्यवस्था बनाए रखने के लिए भारतीय नागरिक सुरक्षा संहिता (बीएनएसएस) की धारा 163 के तहत पहले से ही प्रतिबंधात्मक आदेश लागू हैं।
सुरक्षा व्यवस्था पर ध्यान
पुलिस ने नागरिकों से अपील की है कि वे किसी भी ऐसे जमावड़े में शामिल न हों जो इन आदेशों का उल्लंघन करता हो। अधिकारियों ने बताया कि कनॉट प्लेस और उसके आसपास के व्यापारिक संगठनों ने अपनी दुकानों की सुरक्षा को लेकर चिंता जताई है। प्रशासन का कहना है कि सार्वजनिक व्यवस्था बनाए रखना और लोगों की सुरक्षा सुनिश्चित करना उनकी प्राथमिकता है।
तिरंगे और राष्ट्रगान का सम्मान
डीसीपी नेहा यादव ने लोगों से अपील की है कि वे तिरंगा लेकर चलें और राष्ट्रगान गाने के दौरान निर्धारित नियमों का पालन करें। उन्होंने कहा कि तिरंगे और राष्ट्रगान के प्रति सम्मान बनाए रखना आवश्यक है। पुलिस ने सभी से शांति बनाए रखने और कानून-व्यवस्था में सहयोग देने की अपील की है।
दिल्ली हाई कोर्ट का निर्णय
इस मामले में कनॉट प्लेस के स्ट्रीट वेंडरों की याचिका पर दिल्ली हाई कोर्ट में सुनवाई हुई। याचिकाकर्ताओं ने प्रदर्शन पर रोक लगाने की मांग की थी, लेकिन अदालत ने इस पर रोक लगाने से इनकार कर दिया। सुनवाई के दौरान दिल्ली पुलिस ने अदालत को आश्वासन दिया कि वह स्थिति को संभालने के लिए सभी आवश्यक कदम उठाएगी।
